Base yourself in Virpazar and visit Rijeka Crnojevica for a couple of hours on the way to or from Cetinje. That order works; the reverse does not.
If your main goal is the lake itself, book from Virpazar — the private all-over-the-lake boat tour is not available from the river village and never will be, because the river channel is too long to make it viable.
